General Notice
The Town of Lamar (Owner) is requesting Sealed Bids for the construction of the Railroad Avenue Pump
Station and Gravity Sewer Project. The bids for the construction of the Project will be received at the
Lamar Town Hall located at 117 East Main Street, Lamar, SC 29069, until Tuesday, December 17
th 2024, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
Bids must be submitted in sealed envelopes and clearly marked Railroad Avenue Pump Station and
Gravity Sewer Project on the outside for easy identification by the Owner and the Engineer. Bids
Submitted by mail, Federal Express, United Parcel Service, etc. must meet these same requirements and
should be addressed to:

The Project includes the following Work:
Abandonment and demolition (Add Alternate) of an existing pump station and wetwell, construction of
new duplex package suction lift station on adjacent property which will include 2 suction lift pumps, valves,
piping, prefabricated enclosure, wetwell, wetwell coating (Add Alternate), backup generator, site work,
electrical, 282 linear feet (Plus 100 LF Add Alternate) of 8-inch gravity sewer lines with 3 new manholes,
40 linear feet of 6-inch force main to connect new pump station to existing forcemain and miscellaneous
appurtenances.

Prospective Bidders may examine the Bidding Documents at the Issuing Office and may obtain copies of
the Bidding Documents from the Issuing Office as described below.
All Bidders shall be registered Document Holders with Davis & Floyd, Inc. Electronic copies of the Contract
Documents may be obtained by emailing documents-FLO@davisfloyd.com. Bidders must submit a valid
e-mail address, company name, physical address, mailing address, telephone and fax numbers with a
company contact (name) with this request for documents to be considered on the official list of bidders.
There is no fee for plans and specs that are obtained electronically by emailing
documents-FLO@davisfloyd.com.
Bidding Documents also may be examined at the office of the Owner, Town of Lamar, South Carolina; at
the office of the Engineer, Davis & Floyd, Inc. 181 E. Evans St, Suite 23, Florence, South Carolina 29506;
online at AGC: IBuild Plans Online; and online at F.W. Dodge.
Each bid must be accompanied by a 5% bid security in the proper form and subject to the conditions
provided in the Instructions to Bidders. A Performance Bond and a Payment Bond each in the amount of
100% of the contract price will be required of each successful bidder.
In accordance with Section 40-11-100 of the SC Code, bids will be accepted only from properly licensed
contractors for all general contracts costing $30,000 or more and all mechanical contracts costing $17,500
or more.
This project is being funded in whole or in part with the South Carolina Infrastructure Investment Program
(SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by
Federal, State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All
federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and
subcontractors are required to be registered in the federal System for Award Management (SAM) and
may not be debarred from doing business with the federal government. Bidders and respondents on this
work will be required to comply with all applicable federal regulations. All bidders and respondents must
comply with all applicable state and federal requirements identified in the bid documents-including
Disadvantaged Business Enterprise (DBE) goals. Bidders must implement procedures that ensure DBE
firms are given opportunities for meaningful participation in subcontracts that are awarded.
All bidders must provide documentation of active SAM registration. Registration or status can be
confirmed through http://www.sam.gov.
No bid may be withdrawn for a period of 90 days after the actual bid opening date.
The Owner reserves the right to waive any informalities in bidding and to reject all Bids if it is in the
Owner’s best interest to do so.
